Andy DeSoiza, Consultant

An accomplished specialist in HR Management Mr. DeSoiza is a highly regarded expert in Staffing, Compensation, and Redesign.

In addition to his post as senior consultant for HR Strategies & Solutions, Inc. he is concurrently acting HR Manager at Duane Arnold Nuclear Station.

Mr. DeSoiza has served Florida Power & Light Company in the areas of corporate benefits and as a quality facilitator. He has also consulted on staffing and compensation for IES Industries and provided redesign work for Millstone Nuclear Station.

Prior to Joining HR Strategies & Solutions, Inc. Mr. DeSoiza was HR Manager for St. Lucie Nuclear Station where he directed staffing, employee and labor relations and compensation for over 1000 employees. Within that position he facilitated a five-year HR strategy; converted an exempt job evaluation from point system to graded structure; and managed two downsizing efforts while maintaining employee dignity and legal compliance. He also innovatively launched a successful temporary employment effort to support refueling outages and grew the program from 40 to 300 temporary positions. This eliminated reliance on contractor firms thus saving the company over $700k per outage. Even further he installed a key position incentive plan at St. Lucie.

When FPL received the Deming Award for Quality it was Mr. DeSoiza who coordinated the presentation effort for the corporate Human Resource and Industrial Relation functions. FPL is the only American company to be recognized with such a prestigious award for total quality performance.

Mr. DeSoiza holds an AA Degree and AMA Certifications in Labor Law, Employment Law, and Compensation Quantitative Analyses. He has also served as an instructor to supervisors and managers in FPL's management development program.
