Paul Maycock - F.I. Mech.E., D.M.S. , Sr. Consultant

Mr. Maycock is an internationally recognized expert with over 31 years experience in Management, Operation and Engineering of nuclear and fossil power plants in the U.K, combined with senior project consulting work in the U.S, Canada, the Ukraine and Slovak Republic. His career has been focused in many facets of the electrical generating industry.

Mr. Maycock was Senior Vice-President at two nuclear power plants within the U.K after having gained experience at the same level in a large oil-fired plant. His career in the nuclear industry in the U.K culminated in the position of Executive Director on the operating Board of Nuclear Electric Plc (now British Energy) and headed up the delivery of Total Quality Management during the critical period of privatization, leading on the crucial Stake Holder Management aspects with the Industry's Regulator, (the Nuclear Installations Inspectorate) and with the National full-time Trade Union Officers during both privatization and post-privatization down-sizing and reorganization. He was architect of the post-privatization strategy to gain dominance in the Deregulated Energy Market and was utilized by the Company to elevate it to the number one generator within the U.K.

After training at C.A. Parsons, U.K's large steam turbine manufacture, he has held subsequent assignments in the construction, commissioning and operations of nuclear and fossil power plants, being the Departmental Head of both engineering and production organizations within the nuclear field, before promotion to Station Vice President status.

As Vice President of Bradwell Nuclear Power Plant, he steered it through to commercial viability combined with the cultural and technical nuclear safety issues. This site achieved the distinction of being the first commercial reactor in the world to generate power beyond 30 years.

He was then appointed Plant Manager of one of the largest UK nuclear plants at Heysham 1 and embraced the concept of Total Quality Management (TQM) placing an emphasis on the behavioral sciences to radically transform the site's performance in both the safety and commercial arenas. During my tenure at Heysham 1 Power Plant, significant safety events were reduced from 9 per year to zero, output was increased by 42% and costs reduced by 46%. The Plant was used by Nuclear Electric and became a benchmarking focal point for the USNRC and international nuclear generating companies.

Mr. Maycock represented the United Kingdom in the International Nuclear Safety Advisory Group (INSAG) development of INSAG 4 (Safety Culture), and Chaired the International Atomic Energy Agency's "ASSET" program in Vienna. He has also mentored the CEO and Executive Director of Operations of GRAVNATOM/ ENERGOATOM in the Ukraine.

Mr. Maycock holds a BSc Mechanical and Electrical Engineering - maths, machines, metallurgy, materials, fluids, electrical engineering, heat engines and Post Graduate Diploma in Management Studies - statistics, psychology, accountancy, economics, manpower studies. Consultancy Experience:
Mr. Maycock consultancy expertise includes Strategic and Business Planning, Process and Change Management including BPR, Human and Industrial Relations (trainer and advisor), technical and Safety Culture awareness training and the alignment of employee performance to company strategic goals in the following organizations:

Senior Consultant, British Energy - contracted to British Energy for the integration of the Ukrainian Nuclear Plants into one uniform company. I acted as personal mentor to the Executive Director of Operations in Kiev, to enable Safe and Commercially Viable Operation of their Nuclear Plants under the TACIS/EBRD funding and currently Project Manager for QA management development within Energoatom.

Executive & Senior Consultant in N. America - undertaken various consultancy assignments within North America, which include nuclear generation and other U.S. utilities. These include short projects within the U.S D.A's office (process management) and Commonwealth Edison (change program).O.P.P.D, Fort Calhoun Power Station (four month project introducing business planning into all levels of the power plant from the Station Executive Team to shop floor level including discussions with the Trade Unions).

Ontario Hydro Nuclear {now Ontario Power Generation} - as Joint Project Manager on an in-depth analysis of Ontario Hydro's industrial relations and H.R relationships and their impact on industrial safety and the Company's recovery program. This project was jointly sponsored by O.H.N and the Canadian Regulatory Body, the A.E.C.B. This exercise necessitated interviewing, consulting and statistical analysis of their operations, working in conjunction with all levels from the C.E.O to the shop floor and both professional and craft union leadership. The project was seen as critical to the future standing of the Company's nuclear operation and was acclaimed to be very beneficial by both O.H.N and the Trade Unions alike and forms the basis of their future strategic plans.

Motherwell Bridge Nuclear - provides consultancy services to this major U.K Company who carry out major refurbishment work within the U.K commercial and military nuclear industries. Prior to providing consultancy services, Mr. Maycock served in positions of:

  • Director of Quality, Nuclear Electric Ltd. (January 1996 - April 1997) - Led the Company on all aspects of business improvement and quality matters reporting directly to the Chief Executive Officer. A member of the Executive Team that steered the Company's day-to-day and strategic issues. A key member of the team that steered the Company through privatization in 1996 and responsible for driving and co-ordinating the Company's reorganizational and radical performance transformation, dealing directly with my fellow-Directors for their business improvement activities. Responsible for the key StakeHolder Management aspects with the Industry's Trade Unions on Change and staff development issues; together with the management of the Industry's Regulator, the NII. Accountable for Corporate and Power Station Quality Management Systems and the Company's strive for Business Excellence through the EFQM.
  • Station Director (VP), Nuclear Electric Plc. (November 1993 -December 1995) Heysham 1 Nuclear Power Station - Appointed to manage this Power Station with its unique engineering and I.R issues to transform the Station from a middle-order to high performing business unit. During this time, the Station was selected as the 'Model' for international utilities to replicate. Received visitations from Ontario Hydro (Canada), the Slovakian Power Industry and the American Regulatory Authority. During this period costs were reduced by 46%, output performance increased by 42% with nuclear events being zero in the last year of my tenure:
  • Member of the Company's Redesign Team and headed up a team responsible for Business Process Redesign Plant Operation - Led the Company's Business Process Redesign (BPR) for Nuclear Electric Plc's 14 Nuclear Power Plants in Plant Operations - devising key processes, culture and performance targets, and staff competencies.
  • Station Manager (VP), Nuclear Electric Plc. (November 1991 -November 1993) - Bradwell Nuclear Power Station - After serving on the Company's Team for its Managerial Culture Change, the Station was chosen to pioneer the management behaviors and reorganization. Significant performance improvements were achieved through a close working relationship with the staff, local and national Trade Union Officers. Major sensitive technical problems were overcome to secure plant generation beyond 30 years. Negotiated the Company's first partnership for statutory outages with Rolls Royce, securing significant outage duration improvements and cost savings.
